    MEASURES FOR ENSURING PRISONERS’ RIGHT FOR EARLY RELEASE CONTINUES

    The project on realizing the public initiative on early release of prisoners in Azerbaijan is continuing. A hotline has been established as part of the project and the line receives calls at present. The main aim is to reveal the citizens, whose relatives are in prison. After this, trainings will be held for those citizens so that they could be able to help their relatives in prison. Unfortunately, the rate of phone calls to the hotline by citizins is low, but necessary measures are taken to increase the rate. Althought these measures were less with relation to the 7 November Parliamentary elections in Azerbaijan, the activities to enhance advertising of the hotline are underway. We are preparing to place new announcements in the newspapers and online TVs.

    Besides, necessary measures are taken for holding direct trainings for prisoners. At the end of October, project coordinator Rasul Jafarov, members of expert group formed as part of the project, lawyers Elmar Suleymanov and Elchin Sadigov, journalist Yashar Agzade appealed to Penitentiary Service Head Nazim Alakbarov requesting him to provide necessary conditions for holding trainings. Unfortunately, Penitentiary Service refused. Nonetheless, the project executors are interested in cooperating with the Penitentiary Service in accordance with local and international legislation and therefore, an Action Plan is being prepared.

    AZERBAIJAN JUSTICEMAKER SEEKS COOPERATION FROM THE MINISTRY OF JUSTICE TO IMPLEMENT A PROJECT TO IMPROVE CRIMINAL JUSTICE IN THE COUNTRY

    On 16th of September, in the press center of the Institute for Reporters` Freedom and Safety, the Initiative Group on the Rights of Prisoners for Early Release conducted a press conference.
    The group has declared that a hot line will be available for the prisoners’ relatives. The group will conduct a training for the relatives of prisoners, who are interested in freeing their relatives in prison. With the relatives support, the Group can lead the case to the European Court of Human Rights. Besides, if the relatives of prisoners launch court proceedings, the lawyers of the Group will provide them with legal assistance.
    The Initiative Group appealed to the Penitentiary Service of the Justice Ministry to hold trainings for the prisoners. However, their appeal was rejected. The Penitentiary Service said that Ministry had held trainings for the prisoners. Also, a Public Committee consisting of public representatives contacted with prisoners in the prison, so the Group wasn’t allowed to contact the prisoners. Citing this response by the Penitentiary Service, the Group requested assistance from the Public Committee.
    Group coordinator, IBJ 2010 Fellow Rasul Jafarov stated that, they are looking forward for the collaboration with the Ministry of Justice, Penitentiary Service, and Public Committee.
