Survey on juvenile justice system
in Ha noi, Viet namThe alarming issue, number of juvenile offenders is increasing and the age of the juvenile offenders is younger, becomes concerning issue with the average number of 10.000 criminal cases caused by 15.000 juvenile nationwide . In 2009, there were 7000 cases concerning separately juvenile at the age of under 14, accounting for 70% of under- 18 year old- juvenile crime. This number is an alarm about juvenile crime. Statistics from Seminar on National action Program for the Children 2011 – 2020, organized by the Ministry of Labour and Social Invalids in Danang ( took place from 16th to 18th, August) reveals that in the first half of the year 2010, there were nearly 60 murder cases and more than 200 robbery cases caused by the juvenile.
Vietnam government has implemented a various measures to prevent the hightly increase of juvenile crime in the country latterly. On September 1, 2009, Prime Minister issued Circular 1408/CT-TTG on Child care and protection Act. To implement this Circular, Ministry of labour -Invalids and social affairs have drafted the Child National Program Action for the period from 2011-2020. The purposes of this program are creation equal developing opportunities for child and enhance the implementation the right of child. One of the most important activities of the Program is improvement of the juvenile justice system, implementation of the International Convention on the right of children, and especially focuses on the implementation of the Mother-child protection law. Beside, Prime Minister strictly directed the nation-wide police to continuously fighting protect against the increase of juvenile defense.
This article reflects the survey on the Juvenile Justice in Hanoi for the period from 2005 to 2009 with the analyses in detail the structure of juvenile crime in 2009 in Hanoi. The purpose of this article is:
- Collect, analyze, and report statistical data that provide valid measure of crime and criminal justice process in Hanoi and some provinces in Vietnam.
- Examine these data on an ongoing basis to the better describe crime and the criminal justice system.
- Promote the responsible presentation and use of crime statistics
Survey Juvenile Justice in Hanoi, Vietnam 2009 provides insight into the juvenile justice process by reporting the number of arrests, referrals to probation departments, petitions filed, and dispositions for juvenile rehabilitation and adult courts. Law enforcement agencies provided information on the number of arrests, and probation departments provided information on the types of offenses and administrative actions taken by juvenile and adult courts. The number also is given by others sources, such as Internet source, direct interview… Survey Juvenile Justice in Hanoi 2009 reflects data extracted from the People’s Procuracy and Probation Statistical System.
